During the 7th Regular National Council Meeting on Women Affairs held in Abuja in 2004, a resolution was passed for the establishment of the Department of Planning Research and Statistics in all State Ministries of Women Affairs and Social Development throughout the Federation. It was reaffirmed at the 8th Regular National Council Meeting held at Dutse, Jigawa State in 2005.
Sequel to the Resolution, the Edo State Government vide Exco Conclusion GC 2006 42 of 23rd June 2006, established the Department. Statutorily, the Department of Planning, Research and Statistics is charged with the responsibility of providing an enhanced, effective and efficient planning, research documentation and dissemination network for the Ministry.
Thus DPRS liaises with all departments in matters relating to policy formulation, development of strategic plans, relevant research activities, data management, programme/projects design, performance monitoring and evaluation, implementation of plans and managing external relationships. Its duties also entail constant sourcing, collection, collation, documentation, publication and dissemination of information in respect of all activities of social institutions under the jurisdiction of the Ministry of Social Development and Gender Issues.
The department designed a template for the purpose of collecting and collating data/report of activities from the various departments. The reporting template is distributed to departments on Mondays and retrieved on or before Fridays of every week.
The template is to help constant update of the Ministry’s database for easy and timely access to data whenever the need arises.
Due to its statutory responsibility as the data hub of the Ministry, enquiries for data on social enterprises from different agencies of Government are treated by this department in collaboration with the department with the thematic responsibility. Some of such cases are highlighted below:
This report covers the activities and achievements of the various departments in the Ministry for the period, January to December annually, broken into quarters that is the four quarters of the year from January-March, April-June, July-September and October-December Respectively. The report is usually collated with pictorial evidences and presented by the Head of the Ministry to the State Strategy Office.
The report is in two parts:
The department coordinates the submission of State memorandum at the Regular National Council Meeting of Women Affairs, through its participation in the pre-council meetings. The Pre-council meeting is usually scheduled earlier than the National meeting in one of the South-South States with the directors of Gender Issues, Child Development and Planning departments in attendance.
The Ministry is expected to prepare and attend the 25th Regular National Council Meeting of Women Affairs, which will be holding next year, having successfully submitted 4 memorandums (1 information memo and 3 action memo) for the consideration of Council at the 24th session.
The Honourable Commissioner is expected to lead State delegation comprising of the Permanent Secretary, Directors of Planning Research and Statistics, Gender Issues and Child Development departments to this annual meeting.

The department of Planning Research and statistics in collaboration with the Account Depart facilitates the preparation of the Ministry’s Annual Budget, ensuring it is Gender inclusive and captures all work plans from across the various Departments.
