Department Planning, Research and Statistics

BACKGROUND

During the 7th Regular National Council Meeting on Women Affairs held in Abuja in 2004, a resolution was passed for the establishment of the Department of Planning Research and Statistics in all State Ministries of Women Affairs and Social Development throughout the Federation. It was reaffirmed at the 8th Regular National Council Meeting held at Dutse, Jigawa State in 2005.

Sequel to the Resolution, the Edo State Government vide Exco Conclusion GC 2006 42 of 23rd June 2006, established the Department. Statutorily, the Department of Planning, Research and Statistics is charged with the responsibility of providing an enhanced, effective and efficient planning, research documentation and dissemination network for the Ministry.

Thus DPRS liaises with all departments in matters relating to policy formulation, development of strategic plans, relevant research activities, data management, programme/projects design, performance monitoring and evaluation, implementation of plans and managing external relationships. Its duties also entail constant sourcing, collection, collation, documentation, publication and dissemination of information in respect of all activities of social institutions under the jurisdiction of the Ministry of Social Development and Gender Issues.

  • INNOVATION OF A WEEKLY TRACKER TEMPLATE FOR DATA COLLECTION.

The department designed a template for the purpose of collecting and collating data/report of activities from the various departments. The reporting template is distributed to departments on Mondays and retrieved on or before Fridays of every week.

The template is to help constant update of the Ministry’s database for easy and timely access to data whenever the need arises.

BACKGROUND

    • RESPONDED TO REQUEST FOR DATA FROM OTHER MDAS

    Due to its statutory responsibility as the data hub of the Ministry, enquiries for data on social enterprises from different agencies of Government are treated by this department in collaboration with the department with the thematic responsibility. Some of such cases are highlighted below:

    • Request for Legacy Data from Ministries Department and Agencies, by the DATA to MEGA Project Office Edo State. The request was data on social intervention projects across Edo State, past and present in the skill acquisition centres, orphanage homes, isolation centers, and charity homes; by gender and GPS Coordinates.
    • Request for data on Tracking of SDGs in Edo State. Data requested is on proportion of population subjected to physical, psychological or sexual violence in the previous 12 months, by gender, from ages 0-18 years and 18 years and above.
    • Request for relevant data for Food and Nutrition Insecurity Analysis in the State from Ministry of Agricultural and Natural Resources. Data requested on gender based violence, early marriages, school enrollment rate of girls or women and any other related data.

  • PREPARATION OF MINISTRY’S QUARTER PERFORMANCE REPORT

This report covers the activities and achievements of the various departments in the Ministry for the period, January to December annually, broken into quarters that is the four quarters of the year from January-March, April-June, July-September and October-December Respectively. The report is usually collated with pictorial evidences and presented by the Head of the Ministry to the State Strategy Office.

The report is in two parts:

  1. The Scorecard and
  2. The Quarter report.

 

 

  • FACILITATION OF MEMOS FOR THE NATIONAL COUNCIL ON WOMEN AFFAIRS

The department coordinates the submission of State memorandum at the Regular National Council Meeting of Women Affairs, through its participation in the pre-council meetings. The Pre-council meeting is usually scheduled earlier than the National meeting in one of the South-South States with the directors of Gender Issues, Child Development and Planning departments in attendance.

The Ministry is expected to prepare and attend the 25th Regular National Council Meeting of Women Affairs, which will be holding next year, having successfully submitted 4 memorandums (1 information memo and 3 action memo) for the consideration of Council at the 24th session.

The Honourable Commissioner is expected to lead State delegation comprising of the Permanent Secretary, Directors of Planning Research and Statistics, Gender Issues and Child Development departments to this annual meeting.

  • PREPARATION OF THE MINSTRY’S ANNUAL BUDGET.

The department of Planning Research and statistics in collaboration with the Account Depart facilitates the preparation of the Ministry’s Annual Budget, ensuring it is Gender inclusive and captures all work plans from across the various Departments.

  • Request for a List of Crèches in Edo State by LGA, from Edo State Primary Health Care Development Agency [EDSPHCDA]. Data requested was a comprehensive list of registered Crèches, location including proprietor’s telephone contacts.

Responsible for research design and conduct of research in the Ministry when the need arises.

PERFORMANCE REPORTING (PR)

Responsible for the monitoring and evaluation of all capital projects and programmes of the Ministry, irrespective of the user department e.g State Employment for Results (SEEFOR), SMILE Project.

Collaborating with International Agencies/Departments within the Ministry to implement programmes/projects through effective monitoring and evaluation process e.g. SMILE project).

Responsible for the monitoring of social institutions e.g Orphanages, Traditional Mentally ill Healing Homes, Children Correctional Centre, Skills Acquisition Centres, NGOs etc.

Responsible for due process implementation in the Ministry i.e. monitoring the activities of all the Departments to ensure compliance with due process
